07.10.2025 Universität Luzern, Raum 3.B57 – Abstract: What does it mean to return to your place of origin and nevertheless feel alone? This question captures the paradoxical experience of return migrants in Mexico City who find themselves emotionally and socially adrift in what seems to be familiar territory. Unlike rural returnees who often reconnect with family members, in Mexico City, return migrants might face a distinctive form of loneliness. Having lived extended periods abroad, many struggle with severed family ties, the lack of meaningful friendships and the sensation of “being out of place”. In the engulfing urban atmosphere, both their physical absence and return remain unrecognized, while their formal citizenship obscures their need for orientation, social inclusion and emotional bonds. However, the very scale of Mexico City that renders return migrants invisible also harbors possibilities for connection. As the country’s capital city and primary political hub, it hosts a small number of migrant and returnee organizations that function as what Eric Klinenberg (2018) refers to as “social infrastructure”. They not only provide a physical meeting place and formal support, but also foster emotional ties and a sense of belonging through shared experiences. I focus on one particular returnee organization and show how it serves as a mooring for those who return alone. Social infrastructure thus becomes the antidote to urban loneliness, offering returnees the human connection that makes a place feel like home.

03.12.2024 Universität Luzern, Frohburgstr. 3, Raum 4.B01 – “Wetland politics” offers reflections on racialized politics, climate coloniality and infrastructural projects in the Comuna 6, located in Cartagena’s southeastern periphery. Largely inhabited by Afrodescendent population, the Comuna 6 is a rapidly changing social setting, where entanglements of race, ecology, citizenship and socio-spatial inequalities impact not only the inhabitants’ everyday life but also their environmental futures. In an era of urban climate change, wetlands have come under increased scrutiny. In Cartagena, the Ciénaga de la Virgen wetland, with its mangrove forests, is central to political and technocratic debates. At the same time, it also foregrounds local narratives of distrust, displacement, and political exclusion. Focusing on the voices of ordinary citizens highlights diverse modes of knowledge creation, contributing to the decolonization of urban climate change discourse.

Was ist «politische Kompetenz»? Wer ist politisch kompetent, wer ist es nicht oder (noch) nicht genug? Und vor allem: wer entscheidet darüber? Diese Fragen tauchen immer wieder in der Geschichte der Demokratie auf, weil sie ein Spannungsfeld zwischen verschiedenen demokratischen Idealen zum Ausdruck bringen: zwischen dem Ideal der politischen Gleichheit, das sich im Kampf für die Erweiterung politischer Rechte manifestierte, und einem epistemischen Ideal, das den Fokus bei “vernünftigen”, wissensbasierten politischen Entscheidungen auflegt. Verschiedene Auffassungen von “politischer Kompetenz” haben lang als formeller Ausschlusskriterium oder als Argument gedient, um gewisse Gruppen von der politischen Rechten fernzuhalten, dies oft entlang tief verankerter sozialer Hierarchien: Geschlecht, soziale Klasse, “race”, Alter, (dis-)ability. Diese Debatte wirkt bis in unsere Gegenwart, weshalb dieser Vortrag sie im Kontext der Schweiz nach dem Zweiten Weltkrieg historisieren will.
