Policy evaluation, or scientific assessment of the implementation and effects of policy measures and programs, must always find a balance between scientific rigor and utility. Whereas sound science demands a certain distance between the object under evaluation and the evaluator, utility is favored when there is close cooperation between program managers and evaluators.  Andreas Balthasar’s current research focuses on the analysis and use of different evaluation theories in the tension between closeness and distance between the evaluation object and the evaluator. In addition, he has developed the "critical friend" approachas an independent evaluation approach that seeks to optimize utilization of evaluation result sby addressing the evaluation science requirements of methodological soundness, practical relevance, and transparency of the assessment process.
