Junior Research Fellow of Public Law

Dominic Pugatsch was born in 1982 in Zurich. He passed his Matura Type E (Economics and Law) exam in 2002 and started his studies for a Bachelor of Law at the University of Lucerne after having spent a year abroad. During his undergraduate studies, he participated in the Legal Faculty Assembly as a student representative. In September 2005, he earned his Bachelor of Law Degree, followed by a one year employment within the Legal and Compliance team of UBS Investment Bank. He is presently studying for his Master of Law at Lucerne University. During his Master Studies, Dominic Pugatsch worked for the Legal department of Unilever Schweiz GmbH and participated in the University of Lucerne Next – Coaching Programme.

Dominic Pugatsch speaks German, English, French and Hebrew.

Junior Research Fellow of Public Law

Stefanie Seiler was born in 1987 and grew up in Münsingen/BE. In June
2006 she did her A-levels with a focus on psychology, pedagogy and philosophy at the grammar school Seefeld in Thun/BE. Afterwards she participated in a four months english language programme in Tourquay/UK.
When she returned she worked as an aide in a carpentry and as assistant at an advertising agency and at a ballet school.
Stefanie began her studies of law at the University of Lucerne in September 2007.
Since June 2008 she works as a junior assistant for Prof. Dr. Richli.

Research Fellow of Public Law

Born on 5 February 1978 in Lachen (Switzerland) Marcel studied Spanish and Russian philology with the University of Mexico City and Saint Petersburg after finishing his English Baccalaureate at Hull’s School Zurich. In 2001 he changed from the language department to the faculty of law and graduated with honours (LL.B) from the English College of Law in 2004. In summer 2006 he earned a Swiss Master of Laws (MLaw) from the University of Lucerne. Prior to working as a fellow at the Chair on Public Law he conducted legal research in Damascus and Aleppo, Syria. Marcel writes an interdisciplinary Doctorate in Law with the working title: Freedom of Religion or Belief: A Cross-Constitutional Analysis of Three Varying Models – Syria, the United States, and Switzerland

Marc Winistörfer was born in 1985 and grew up in Olten. He passed the Matura with focus on spanish in 2004 at the Kantonsschule Olten. After the military service he began his studies of law at the University of Lucerne in 2005. In summer 2008 he earned his Bachelor of Law Degree. During his studies Marc worked as a layouter of several books in latin and ancient greek and got involved in politics. Since November 2009 Marc works as a junior assistant for Prof. Dr. Richli.
