Prof. Dr. Roland Norer studied at the University of Vienna, School of Law, where he obtained his Master of Law, the Magister Iuris, in 1994. Since then, he has worked for the Austrian Federal Ministry of Agriculture, Environment and Water Management (predominantly concentrating in rural law, European law and Austrian constitutional law; deputy manager; member of the examining board and instructor of the examination commission. In 2000, he completed his graduate education with a PhD at the University of Vienna, School of Law, with a dissertation on legal philosophy and legal theory.

Prof. Norer has held faculty positions at the Johannes Kepler University in Linz, Austria, in 2001 where he lectured European Law, as well as at the University of Applied Sciences Weihenstephan, Germany, in 2002, teaching Agricultural Law. Since 2004, he has also been lecturing at the University of Natural Resources and Applied Sciences in Vienna and at the University of Vienna, School of Medical Veterinary. In 2005, he completed his Habilitation from the University of Natural Resources and Applied Sciences in Vienna ("The evolution of agricultural law. Legal problems posed by rural law"). In 2007, Prof. Norer joined the University of Lucerne, School of Law, as a senior lecturer in public and rural law.

Roland Norer is a board member of the Austrian Agricultural and Environmental Association (ÖGAUR); member of the German Agricultural Law Association (DGAR); member of the study group in the Alpine region of the DGAR; member of the Swiss Agricultural Law Association (SGAR) and he is also délégué general adjoint of the European Council for Agricultural Law (CEDR).
