Coordination of the ERASMUS Programme

The “European Action Scheme for the Mobility of University Students” (ERASMUS) is a programme fostering the European cooperation in education, developed by the European Union. Currently, Switzerland is a “silent partner” in the programme. Within the different academic subjects, the universities complete bilateral agreements amongst each other. These agreements stipulate the quotas and the mutual authentication of course achievements.

The ERASMUS programme comprises the following activities:

Bilateral Exchange Agreements

Within the ERASMUS programme, student and teaching staff exchanges take place on the basis of a bilateral exchange agreement between the home university and the international partner university.
Cooperation with partner institutions that are not members of the ERASMUS Charter (usually universities from overseas) also need to be legally fixed with a bilateral exchange agreement (so-called partnerships).
Such agreements generally are initiated on initiative of the departments and faculties of the University of Lucerne (see ´Checklist Partner Institutions´ under Downloads, right-hand side). The International Relations Office of the University of Lucerne then accompanies the negotiation and signing process.
Please find below the process on how to proceed when establishing a bilateral agreement:


  • The department or faculty contacts the International Relations Office of the University of Lucerne (IRO).

  • The IRO sends a draft agreement (ERASMUS agreement, or Memorandum of Understanding and/or Student Exchange Agreement) to the International Relations Office of the partner institution.

  • The IRO checks the amendments to the agreement made by the partner institution and if necessary negotiates open points. The negotiations are being led in accordance with the department and faculty.

  • Once both parties agree on the wording of the agreement, the agreement draft is being checked by a lawyer, if necessary (this does not apply to ERASMUS agreements, since those are standard agreements).

  • The IRO organises the signing process within the University of Lucerne.

  • After the signing of the agreement, the IRO informs the department and the faculty accordingly and files the agreement.
