Professor of Comparative and Anglo-American Law

Professor Morawa holds the Chair in Comparative and Anglo-American Law. He is also Delegate for Internationalization (Global) of the Law School and directs the Transnational Legal Studies Program, a specialized Masters Program, and the Lucerne Academy on Human Rights Implementation, a summer program that holds its inaugural session in 2009.Dr. Morawa joined the School of Law in October 2006. He has been a Visiting Professor at numerous law schools around the world, most recently the Unitversity of Tasmania Faculty of Law, Hobart, Australia (2008), Bilkent University School of Law, Ankara, Turkey (2008), and the John Marshall School of Law, Chicago, U.S.A. (2009).
After obtaining his first law degree, the Magister iuris, at the University of Salzburg (Austria), he completed his graduate education at the George Washington University School of Law (Washington, D.C., U.S.A.), where he obtained Master of Law (LL.M.) and Doctor of Juridical Science (S.J.D.) degrees.
Professor Morawa has held faculty positions at universities in the United States and Europe and served as senior staff member with a number of non-governmental organizations prior to joining the University of Lucerne. He has also been of counsel to a number of international organizations (including the UN High Commissioner for Refugees, the OSCE, and the UNDP) and has represented or advised individual petitioners in proceedings before international human rights tribunals.
His areas of expertise include comparative constitutional law, US law, public international law/law of international organizations, international human rights protection and its mechanisms, individual rights and liberties from a comparative perspective, equality and non-discrimination, and ethnic relations/minority law.
Lucerne Academy for Human Rights Implementation
The Lucerne Academy for Human Rights Implementation is a 3-week program of coursework and hands-on learning for law students and legal practitioners held at the University of Lucerne School of Law in Switzerland, in partnership with several distinguished international law schools. This is a summer law program with a distinctly global relevance. Given the realities of human rights implementation, the focus of the program will be on the challenges and practical aspects of litigation and advocacy of human rights. Students will not only learn about the field of human rights, but about how to incorporate that knowledge into the actual work of defending human rights. Special focus will be placed on advocacy skills such as case assessment, brief writing, and oral argumentation. To that end, the Academy will feature a prominent moot court exercise where students will litigate a hypothetical case from beginning to end, culminating in a program-wide competition.Aside from the practical training, students will also be given a choice of coursework on a variety of topics related to human rights on both progressive and traditional issues. This is a summer law program held in the heart of Europe with a global focus established to create a dynamic and unique training program in human rights.
